Take a volt meter and make sure you have current where the wire goes into the horn when someone pushes on the horn on the steering wheel.

If there's no juice then the problem might be the horn relay or a problem inside the steering wheel. There is a copper disc and a short round button that makes contact when you push the horn. Sometimes grease will get on the copper disc and insulate the contact surfaces so no juice gets through to the horn when you push it. If this is the case you can wipe off the grease and that should do it.

Good Luck!

First find the fuse box and make sure its not bad, if good find horn remove the wire don't take horn off that will leave it grounded, and then run a wire to horn if it sounds funny replace it , I would go to the nearest salvage yard and get another one will save you money, hope this helps.

Also check for 12 volts at the horn with the button pressed to ensure the entire circuit is ok. If you have no power it could be the relay fuse or button in the steering wheel.

Check the fuse panel to make sure it isnt blown, and make sure the wiring going to the horn is intact and connections are good.
