After giving the sidelong gaze he then locks eyes with her...but then never ever thinks of approaching her.

We guys do it all the time. Normally, we are just checking out the menu (Come on ladies...you do it too). If he is doing it constantly with you around...then you might have a problem. A guy usually only checks out other women if he is horny (I.E. not getting any from his 'significant other').

Or it could mean she sat in something gross, and it's still sticking to her butt. Or she looks like an old classmate.
But if he looks again and makes sure he makes eye contact, he's probably checking her out.
