Maybe you have already tried this, but is has worked for me:
Post under 'missed connections' at craigslist.org in any/every city where you think he may be. Provide as much information as you can (last known whereabouts, description, name/names used, known trades/hobbies). There is a good chance that someone who knows him will respond.

varies from state to state and private eye to private eye--20 an hour to 100 an hour.
--do you know what state the loved one is in?are they working-do you know a ssn?
if you know a ssn you can check ssn with employment recordsor irs and find out what state they are in or last filed return was from

Try the internet first then the phonebooks...Private "eyes " are very expensive but call and compare the prices...
