Solomon (the writer of Proverbs) was the wisest man who ever lived.
When he speaks about a particular generation, he's making a statement about something he has observed.
You've got to bear in mind that an entire country didn't have the same culture back then. There wasn't anything to unify a culture such as television or rock 'n roll icons or pop tarts like Brittany Spears.
Each city had their own mentality or cultural anomalies.
Solomon is warning against four types of "generations" he had observed. Each develops in the isolation of their respective geography, and risks falling into the trap of violating the requirements of God's law.
I don't think the Proverbs passage is to be taken prophetically.

i don't know, as generation implies a group of certain aged people. i've no idea which group you're thinking of. i like this proverb though. it fits many- so called christains -here on answers.
