i cant use java, an activex control, now that i installed norton internet 2007-how can i fix it?

I tried loggin onto a website that needs java (runescape) but couldn't. It said my settings doesn't allow activex controls to "run." How do i enable it?

Norton is NOT the problem, Internet Explorer is.
