I recommend GIMP, it has many features of Photoshop and costs nothing.

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

No Paint? It's been a standard part of Windows since 3.1, I think.

Start / Programs / Accessories / Paint

Presumably they told you to use the control panel "add and remove software" feature, which has a tab for adding Windows features.

Try typing "MSpaint" at the RUN command.

You can download Paint.net from:
http://www.getpaint.net/

It's an awesome paint program and free. Easy and fun to use. If you want to try some more advanced stuff, try Gimp. Get it from:
http://gimp-win.sourceforge.net/

And of course, there's always photoshop if you want the best paint program and if you have loads of extra cash.
