How about this idea? Does any cable company already offer such a functionality?

That's not yet been designed, however it is possible.

The fact of the matter is, if the Cable companies choose to use this route for delivery, it does invite piracy into the equation. And of course, hackers too...

The cost of securing the Cable data is what presently hinders the transition.
Present delivery systems do not have this problem.

Verizon via FiOs and ATT via Uverse offer it already. Verizon is laying new wire (fiber) to accommodate the bandwidth. ATT relies on DSL. Both compete with Cable!
