I guess I wasnt specific enough
I dont expect to make the actual fuel cell, but I want to make the rest of it. You know put together the, wheels, base, aligator wires, the battery or mini generator(??) to turn the wheels, etc, and of course the fuel cell which I'll buy
Do I need anything else or maybe i don't need something metioned above???

You can make a regular battery powered car any way you like, and then replace the batteries with a fuel cell. But you will have to buy the fuel cell. You will not be able to make your own fuel cell from scratch any better that you could make your own batteries from scratch. In fact, making your own battery from scratch, or even making an electric motor from scratch, is much easier than making a fuel cell.

I'm afraid that unless you have the necessary equipment and skills to do sophisticated materials engineering and fabrication you are going to have to rely on some type of kit. At a minimum you are going to need to puchase the fuel cell membranes, but most likely you should consider purchasing the complete fuel cell. These are very sophisticated devices, on the same order as the silicon microchips used in computers. Not something you can whip together in your garage.

There are alternative ways of powering a motor vehicle. And some will never come into existence in a very large scale.
