What your seeing is the teams' mark indicating its the right rear of set #7 of their tire allotment that week. After the teams receive their mounted tires from Goodyear, they look at the tire codes (batch #, etc) and try to match them up when creating each set of tires. They'll mark the tires with a wax marker stating what set and what wheel each tire belongs too.

There are a lot of meanings for the Numbers on the tires. Some #s mean part of a certain set. Some #s mean scuffs or previously used for a few laps. Some # mean the air pressure . Some #s mean the overall circumfrence of the tire which helps with the stagger of the car. Hope this helps.
