The decrease is due to a new method of figuring horsepower; the engine is dynoed with all accessory belts being driven. The actual number is probably higher than the old engine, but since the engine is now driving all accessories, it appears to be lower. Good luck!

They use a little mathematic tool to make you feel like your getting more then you are. Nowhere that, I have found, does it say BRAKE HORSEPOWER in fact all I see is HORSEPOWER. A dynamometer is used in testing in the lab. The horse power you are getting comes from rpm's and torque manipulation.
For instance--
250ft. lbs. torque at 5000 rpm = 238 hp.
250 ft. lbs torque at 5100 rpm = 247 hp
See how easy it is to fool you. If the torque and rpm are increased slightly the hp goes way up.
450 ft. lbs at 6000 rpm = 514 hp

I would say that they most likely changed the exhaust system, specifically the catalytic converter so that the engine could achieve a lower emissions rating.
