I know they prefer you to have a biometric passport (it has an image of a little microchip on the cover of the passport which is prefered for entry to USA) one of my friends threw a fit about because she needed to get a new passport for that (but she needed a visa for her stay).
As a French person you are required to have a biometric passport to qualify for the visa waiver program (either that or a machine readable one). The French started issuing biometric passports in April 2006.

No, visa waiver goes on. There was some talk at various levels that maybe this wasn't such a good idea in terms of over all security, but that has died off lately. Most EU countries are in Visa Waiver, and more will likely join later. So, if you're coming in as a tourist and you don't want to stay more than 90 days, most Eu travelers won't need a visa. If you want to stay more than 90 days, or work, or go to school, you will need a visa.

Those in visa waiver countries don't need one but they are going to start asking for 48 hour notice at some point in the future. Not all countries in the EU are visa waiver countries, it has to do with visa failure rates (liklihood of overstaying.) Poland isn't, even though they are a friend, because their visa failure rate is about 25%. England, France, Germany, Austria, Spain, Italy, Greece are, and others.

Most countries citizens will have a visa stamped in their passport when they enter the country. Any travel agent can tell you the visa requiremnets and if you must apply for one before coming into the U.S. Everyone entering the U.S. with a foreign passport will either already have a visa or will have one stamped into their passport on arrival.
