Does anyone know what code 12, 21, and 55 mean on a 1995 dodge neon 2.0L sohc?

12 always precedes all other codes, it means the battery has been disconnected at some point. 55 is always the last signalling the end of the codes. • 21 Oxygen sensor signal doesn't change (stays at 4.3-4.5V). Probably bad oxygen sensor
