Clogged or Shallow Tear Ducts: Studies indicate that 20-25% of small dogs and cats are born with closed of shallow tear ducts. Tears overflow because there the eyelid space is not deep enough to contain them.
Excessive Tearing: When the face hair is wet from excessive tearing, it becomes a breeding ground for bacteria and yeast infections (AKA: Red Yeast, which causes deep reddish-brown stains); Low grade bacteria infections may also cause excessive tearing.
Cutting Teeth: Cutting teeth may cause changes in the head & mouth structure of your pet, placing pressure on the tear ducts.

I would call a local vet and ask how much their office visit fee is. Your kitty most likely has a cold and may benefit from antibiotics. If you can't afford the office visit fee and cost of meds, ask the vet if they can recommend a local low cost vet clinic. Most Petco stores have regular vaccination clinics monthly, and a vet is on sight. You may be able to pop in and ask the vet at the clinic to take a quick look and make a recommendation at no cost.

Call the vet and ask them for an estimate. If your kittens have an eye infection, the vet may prescribe some Terramycin to help clear it up. Not too costly, I believe.

My cat had conjunctivitis and was given Terramycin and it cleared up in 4 days. They could also have a cold and need antibiotics. Best thing to do is take "it" to the vet.
