We don't have that problem in our house because we don't use a loo roll holder ,
Both of us place a new toilet roll out ,and we both throw away the empty tube .
Because the bin is next to the loo so its no hardship

You need to have a back-up roll stored near the toilet. There are all sorts of ways to do this.
The other thing is to make it a rule, that the person to use the last of that roll, MUST replace the roll. It doesn't matter whether the paper is aimed so it comes over the top of the roll or from under and in back of the roll... as long as it is there.

Answer: 'Me,' I do this.
In spite of my only being able to use one hand, I'm the 'good guy' here. I can 'fit a new role onto (the springy) toilet role holder One Handed, and put the empty in the bin too.
My wife on the other hand does (often) what you describe, or leaves the new role on the floor too.
(I want 10 points too, ta)

BRING THIS QUESTION ON!!!
To be fair, I'm the worst person in the world for that, so I just leave the loo roll in the window which is right next to the toilet now and then sling the old ones in the bin!!

If you can find a man that has ever done that could you send him to me. My husband & son never, ever change to toilet roll when it runs out. Like you say they set the new one on top of the holder.

Its such a rare occurence for the roll to run out when a man is on the job, Women use so much toilet roll the odds are they will be the ones who get the privilige of changing the roll.

I do. In fact, I hate it when somebody puts the toilet roll on so that the paper comes from over the top, rather than hanging down below at the back. If you see what I mean.

I have a problem with my g/f installing a new roll. Apparently it is my job by default. We have separate baths and she goes through 3 rolls for every one I use.

The proper place for loo roll is standing on its end on the edge of the bath.
