"Lock and load " means to put your rifle on safety and load it. The term "Lock" means to put it on safety. I was in the Marines and had many occasions to lock and load so I know what it means.

Your weapon is ready to fire; you have placed a magazine with ammo therein into the weapon and cycled the bolt, action, whatever so it is ready to go "bang" when you pull the trigger. You do not have the safety on or anything; keep your finger off the trigger and watch where it is pointed. Have a wonderful day.

a way of saying that there is a round in the chamber and the gun has the safety on. Mainly for use of the 1911, same as saying c0cked and locked

Lock and load means load your weapon and put the safty on.. THATS THE PLAIN AND SMPLE...
