for the air force, who decides or at what level distributes enlisted people's assignments? is it done with a computer that automatically picks one for you or does a person do it?

It's usually done by someone in Administration, and the needs of the service, and your training are the deciding factors.

Normally, a detailer (person) assigns you in accordance with the
"needs of the service".
