Blots are generally ceremonies to celebrate things like the Equinox's, Solstice's and various other associated religious observances like namings, weddings, funerals and the like.

For less formal observances there is what is known as a Sumble, and as any good and true Asatruar will tell you all you need for sumble is at least 2 or more Asatruar and at least 1 bottle of mead, which is in and of itself a reason to sumble. :)

This I haven't studied, but I did find this...
"The autumn blót was performed in the middle of October, the great Midwinter blót, or Yule, at the December solstice. The dark winter was a harsh time for the people of Scandinavia, and special means had to be undertaken to help nature pass the critical phase. Freyr was the most important god at the Midwinter and autumn blót, and Christmas ham (the pig was for Freyr) is still the main Christmas course in Scandinavia. The Summer blót was undertaken in April and the vernal equinox and it was given to Odin. Then, they drank for victory in war and this blót was the starting date for Viking expeditions and wars."

I'm only starting in the study of the finer details of it myself, but it seems to me that there are certain times that it's done, such as holidays, etc... and times you do it when you feel the need.
