I haven't the foggiest but sounds like someone had a special engraving put on this ring for the original owner. Maybe her name was Pat or possibly his. fr could be short form of "from" or "For".

14k Platinum?

It could just be the jewler who created it's marking.

Hard to say without seeing the ring. Take it to a jewler or an apprasial company, depending on how old a reputable antique dealer, and they will let you know for sure.
