Say for example there is a piece of toilet paper in the bowl. You flush and it doesn't go down unless flushed multiple times. Sometimes the bowl doesn't even refill its self as much as it should. Also, the water doesn't go down as quickly as it should

It sounds like there is a problem with the fill valve, or the valve that lets water into the toilet. When the toilet flushes, water goes down from the tank into the bowl and the weight of the water in the bowl causes the flush to happen. Therefore, if enough water is not getting into the bowl from the tank, it won't flush properly. You can test to make sure it flushes okay by just pouring water into the bowl; after you pour in the right amount of water it should flush on its own. If it doesn't flush and just keeps filling up like it's going to overflow (be careful!) then your toilet is probably clogged. If it flushes normally, then you might need to replace the fill valve or some other valve. Perhaps you have someone at home who can do this, but if not then call a plumber.

If you are on a well, you might have a sand problem, the valve on tank has a screen in it that might be clogged with sand or what ever from well. It sounds like your tank is not filling all the way as it should.
