It depends on the year group you are commissioned with, but the answer is somewhere between 3-4 years. The difference has nothing to do with ability (or sucking up). Getting promoted to captain is pretty much automatic (again depending on the year promotion rates are usually above 95%).

That's one we call a shipping over stripe. As you near the end of your original tour of duty, they will usually promote an individual to captain to lure him or her into another tour! This is the senior of the company ranks and one short step away from field rank of major or lieutenant commander, for Navy officers!

if i remember correctly it takes exactly 4 years after being commissioned. 2 years as a 2nd lieutenant and 2 years as a 1st lieutenant.

It depends. You have to suck up to your commanding officer in such a way that you don't appear to be a suck up.
