A reputable supplier will not sell you lock picks unless you can prove that you are a licensed, and bonded locksmith. That was referring to good equipment. Now, if you want to buy garbage, there are plenty of places that will sell them to you. Picking a lock is an art. If you really don't have the talent, and a need for them, don't waste your money. A good set of picks, and there are many of them will cost you hundreds of dollars, and most locksmiths don't even use them.

Buying a lock pick is no different than buying a knife or gun. It isn't the item that is illegal, it is how you use it.
Leaving it in your toolbox at home is one thing, carrying it in your pocket walking down the street at 3am is another. Lock picks could be considered possession of burglary tools in that case.
The intent, or implied intent, is what will make it illegal.

It is dangerous when people offer opinions as fact, and they know little of which they speak (reminds me of the State Farm commercial where the actress says it was on the internet, so it must be true). Yes you can...... and NO, its not illegal.
Like many other things, they are legal to own, but if you USE them in an illegal manner then you are subject to Felony "Possession of Burglary Tools".
It like owning and possessing a pencil... Is that illegal? No.
Take a pencil out of your pocket and drive it into someones eye for sport? Illegal.
Pencil case = Aggravated Battery With a Deadly Weapon.

Owning them is not illegal. Getting caught carrying them or using them will be another story. Much the same a burglar tools.
