Here are the seven (worst) puppy mill states according to the HSUS:
Arkansas, Iowa, Kansas, Missouri, Nebraska, Oklahoma, and Pennsylvania

I believe one of them is Pennsylvania. Google up "Puppy Mills", I once found an incredible website that way, but unfortunately I can't remember it.
