I think this might mean a few things:
1. What you have asked of them they consider below their abilities or character. Of course, what they consider below themselves is okay for you to do which makes them arrogant.
2. A person simply cannot understand the reason, or justify a reason for doing what you have asked. They laugh in order to retain some sort of composure, still unsure of the request you have made.
3. Another might think what you have asked is simply a joke, period. Even if you are sincere the request may be so odd or out of synch with "the usual" that it is funny to them. The pat on the back is just that.

It means that you failed to complete a task they asked you to accomplish, and didn't realize it.
...so later on you ask them for the favor, and hence the small laugh and walking by. They are sympathizing with a lack of a awareness. Basically, they might've asked you for a favor, you didn't do it, and now they think it's funny that you are asking them for a favor.
This is just an assumption, though. Think back... Did they ask you to do anything lately?

i guess they are trying to say 'no' in a more friendly way. they don't want to do it,and they don't want to cause any hurt feeling on you at the same time. this shows that at least they still care for your feeling. it depends on them wether they feel like want to help you or not. perhaps they feel the task is quite tedious? though simple. it really depends on how the person judge the task. as long as they didn't use the rude way, that should be fine. i guess these people might be your normal friends.

It happens to me a bit, lol, it basically means they are the kind of person who thinks they are / are better than you and its sort of like a peasant asking a king for a favour and the king chopping off the peasants head - my brother reacts that way sometimes, its more of a joke than an actual i think im better than you so no -kind of thing, lol i hope i helped.
