The tax payer pays for any and all government expenses - even the paper clips they use.

Taxing businesses higher, really the only other place to tax, just gets the costs passed on to their customers, so is still having the taxpayer doing the paying in the long run.
Are there too many government programs, and is some of the money wasted? That's another question, and probably a valid one.
