Basically, to cater the need of internet users who do not understand english.

Websites are technologies that will able you to share public information all over the "world" in a matter of second. So to target that vision, they need to make sure that everyone understand what information is on the web that is why they come-up with so-called "localization". It is customizing website/software/documentation for a particular country. It includes the translation of menus and messages into the native spoken language as well as changes in the user interface to accommodate different alphabets and culture.

So its is not just US government websites but pretty much standard of every website.

There is no official language in the United States. Some states have their own individual official languages. In some cases it's English only. For New Mexico, it's English and Spanish, for Louisiana, it's English and French, and for Hawaii, it's English and Hawaiian. In all cases, these reflect the presence of a large population who spoke the second official language at the time that state became a part of the United States. That's right, for those of you who think all Hispanics are recent immigrants - a large fraction of the Hispanics in New Mexico are people whose families never immigrated to the United States - instead, the border moved and placed them in the US.
