In the context of life in the world, the quote you're attempting is a corrollary to "All it takes for evil to flourish is for good men to do nothing". The evil spoken of is when evil men rule over the masses who are subject to its tyranny. Such people often seem "cattle-like" in their submissiveness to the evil of those in power, and engender the requisite mind-set that opposition is futile.
That the evil men do seems to persist is due to the fact that those who have reason to hate it the most often shape themselves in the image of the very evil they labor and toil under day after day. Under these social conditions, the "good" that any man does will surely go to the grave with him. What else can it do, and where can it go that it might be hope to them in the world? The grave.

Some people try to be in the history by doing something bad (like killing a president). Some very good deeds may not be remembered because the one who made them did not start telling everyone. Many good deeds may even be never found out
