Since you didn't mention a year, I'll assume the most recent one, 2007. It rained quite a bit.
On the better-known September 11, 2001, it did not rain.

Yes, it rained this year and it was a mess of a day! I work a few blocks from WTC so I stayed home on Tuesday.
