Unfortunately, humans do not have the technology or the resources to accomplish that kind of action, especially if you are talking about all the ocean..

The oceans are warming because of the greenhouse effect. Human activities emits "greenhouse gases" which traps the heat from the sun and making the earth gradually warmer.

To cool the oceans we would need to stop the heat from reaching earth somehow.

Can't. All the atoms bombs of all nations could not greatly or permanently heat the oceans. The sun is the source of oceanic and global heat. We have as much effect on the earth's heat as a flea on a dog's heat.
