If you are stopped for any reason, you're automatically looking at two citations. The probably cause, and now failure to carry or produce a drivers license. Also, because you do not have a license in your possession to post as bond, there is a good chance that you will be taken into the station to post a cash bond. As far as punishment/fine, that will be up to the Judge.

You are required to carry it at all times while driving. If you are stating that you are from another State and driving in MD without it, you most likely will be fined. All depends on how the judge wants to handle it, but not having it in your possession while driving is illegal.

You will be cited for not having one, but when you go to court and show the judge, it should be dismissed with an admonition to carry it with you at all times while driving. Additionally, if you can go to the Clerk of the Court in advance and present it, your citation MIGHT be dismissed then. Call and ask.
