When they see you, they stare at you w/ their mouth partly open and their eyes appear to be shiny, and they look like they want to smile, but they don't and their attention is focused on you when they mean to be doing something else?

That means that your beauty is overwhelming. I assume that it is mostly men, or boys more likely, that have this reaction. Young men are intimidated by attractive women. They will stutter when you speak to them. Their palms will get sweaty. Their blood might flow more to one particular region of the body. If you want them to talk to you, then you must break the ice.
