It will pack the flour down and you wouldn't get an accurate measurement.
Experiment with it and you will see. You can decrease the volume substantially.
I call it the 'fluff factor'. It's kind-of like when you take your sleeping bag out of the bag and you can't get it back in later, or when you tear up lettuce to make a salad, it increases the fluff factor! It's mostly just the amount of air between and around it.

Not only shouldn't you tap it, you shoudl fluff the flour w/ your measuring cup or a spoon before dipping the cup into it, then gently level off w/ a flat-edge.

when you do...it causes the flour to settle and not get a proper measurement.....
