Brown sugar is merely white granulated sugar w/ molasses added for color and flavor. But even though volumes are equivalent, weights are not.

Granulated and Superfine White Sugar:
1 cup = 200 grams
1 teaspoon = 4 grams
1 tablespoon = 12 grams
1 pound = 2 1/4 cups
Light Brown Sugar (packed):
1 cup = 218 grams
1 pound = 2 1/4 cups
Dark Brown Sugar (packed):
1 cup = 238 grams
1 pound = 2 1/4 cups
Powdered (Confectioners or Icing) Sugar:
1 cup = 115 grams
1 pound = 4 cups sifted or 4 1/2 cups unsifted

You can substitute 1/2 cup of brown sugar for 1/2 cup of white sugar in almost any recipe. In recipes without strong flavoring (such as chocolate or coffee), the taste will be different, and in foods with a light color (mint green, off-white), the color will be changed. The lighter the brown sugar, the less the difference. I use natural brown sugar all the time instead of white.

You have to pack the brown sugar well in a mesuring cup or spoon for it to equal the sugar.

The difference might be negligable but that would depend on your definition of negligable. White sugar being finer, the cup would be more densely packed so brown may weigh slightly less.
