It would depend on how you define quality. Questions open opportunity that the first man would possibly miss, therefor his quality of life is limited. On the other hand, the need to question everything can be stressful and stress can manifest in physical ailment, therefor lowering the second mans quality of life. Or maybe those things wouldn't bother either man, and in that case both men could be perceived as having equally great lives.. The first man finding comfort in his beliefs and the second having satisfaction in knowing he explored everything he could.

Isn't questioning about looking for the truth? And wouldn't finding it add to the quality of your life?
But that also doesn't mean that people who believe stop questioning. Some of the greatest philosophers were Christians, like Kierkegaard.
You have to ask yourself if having a 'high quality of life' should be your ultimate goal. It often just leads to selfishness, greed, and in the end it's not fulfilling. Look at Mother Theresa. She wasn't thinking about what she could get out of life, but about what she could give and, she led a far more meaningful life than most people.

An old question:
John Stuart Mill proposed that "it is better to be a dissatisfied Socrates than a satisfied pig"
But many people seem happier with a simpler life and undisturbed "certainties".
This comes in many varieties, and those who have never questioned at all, are significantly different from those whoi vehemently affirm that they have found "the truth".
Me, I discovered long ago I'd rather take an uncomfortable truth, or even an uncomfortable uncertainty, over a comfortable story or myth that isn't actually true. I
n fact if an account is appealing, that rouses my suspicion instantly...
Not to dismiss it, but to be cautious of something it would be *easy* and *nice* to believe.

A rut is a rut, you may wish to call it a well worn track, but it is a rut.
Questions need to be asked, where would we be today if questions were not asked. I can guarantee that you would not be on the Net asking that question. All advancement originates from someone asking a question and people trying to find the answer.
I guess most of you Christians miss the good old days when you could torture and kill the non-believers. I guess the big question back then was boiled or fried.

Well, you would rather feel the presence of God or always live in a confused state? If thats what your asking, I pick the first one anyday. I have the ability too focus on other things, because I dont have to wonder about everything.

The first person likely has the higher quality of life because they have less stress and internal conflict. That doesn't make the second man's position less worthy--sometimes life should have stress.

The one who is it peace with how he feels, whatever of the two that is. It can be both, and they will both have a high quality of life because they are happy.

Well, it seems that the non-believers prevail in this dirty system of things we live in currently ruled by Satan. That is because he gives those who hate God and his standards what they want in the form of immorality, material wealth, sexual deviant desires, and it seems that the evil one prospers in this dirty world we live in today.
On the other hand, the one who values truthful Godly and Bible standards has more peace in their lives because they have enough sense to know that this dirty system will be destroyed soon, and that even if they were to die in this dirty old sickening world today, or tomorrow, that God would remember them after Armageddon (when all the wicked filth is destroyed in the earth) and that they have a strong hope of everlasting life on a paradise earth.
The higher "quality" would be of the sensible man who puts his trust in God rather than man -- or satan.

The one who learns to control the aspects of the Lifeforce we call the Masculine and Feminine. Which are really nuetral, but create a polarizing or magnetic -pulling effect in opposite directions on our world. Making people go to extremes.
Dominating, or the victim!
