I recently moved to NC, retired Police Officer in the state of Maryland. I want to register my handgun and obtain a carrying handgun premit in the state of North Carolina.

Carry permits are regulated by the state issuing it and each state is different. A handgun permit does not always mean you can carry one on your person concealed or not, some states and cities require a permit to own a firearm and it has nothing to do with carrying it at all.
Tennessee requirements for a Concealed carry Permit require that pass a background check, attend a class on the legal use of and the restrictions on carrying a firearm plus a target portion to show you know how to use a firearm. North Carolina should be about the same I think because there is a reciprocation agreement between TN and NC. You should be able to either talk to the local Sheriff or Police Department and find out the requirements and class schedules if required; or research it on line through the Department of Public Safety or the equivalent for NC. Good luck on getting it though not as important or necessary as in most of the north eastern states. Pretty sure that NC is a shall issue state which means it shall be issued unless a legal reason is found not too.

In AL we just go to the Sheriff's office and fill out an application. I think most southern states are that way.
