Some scientist have proposed that some neoplastic disorders might be diagnosed earlier if they can find an elevation of extracellular DNA in plasma/serum. This would be cut-up pieces of dna or plasmids and not genetic nuclear dna as we would normally think of it.

As far as I could find they are still trying to find out what an average level in μg per litre would be.

there shouldn't be any free-floating dna in plasma. dna is actually fairly unstable outside of a cell and gets rapidly broken down by enzymes in the blood. if there are viruses present in the bloodstream, then i suppose that could qualify as "cell-free dna" but again, that wouldn't be found normally in the bloodstream.
