if you can't find an institute then you could try to hire a tutor. Someone who speeks english and will sit down with you and talk with you in English and explain to you all the mistakes you make and how to correct them. This is a very popular way to learn english in Asia.

Do you have access to a computer? Chandigarh or Dibrugarh makes no difference!
[You don't need to possess one. You can use browsing Centers.]
Buy CD-Roms which can teach you excellent English!
Grammar, Spoken subtleties, pronunciation .....everything is now available on CD.
Cost? A mere 500-600/-.
If you go to Google.com, and see www.Dictionary.com, you can even hear the pronunciation (using a headphone) of every word in the dictionary! Free!
Make the effort, and you will find more and resources opening up.

There must be colleges to teach English, you can join any of them for the purpose
