4 year old points on licence , what is the procedure to have them removed

As above - fill out the relevant form and send it, with your driving licence and the fee (about £20, I believe) to the D.V.L.A. in Swansea.
You get a nice new, clean licence in return!

you'll have to return your license to the dvla so they can reissue it without the points
