First, cruise missiles are surface to surface missiles, they are not designed to be used against aircraft and cannot track them. There were no attacks against anybody during the 5 minutes following a hijack, indeed it was days and weeks before there was an identification of the culprits and an actual response. Sounds like you were having a very strange dream.

Cruise missiles wouldn't take out the terrorists.

We have used countless missiles of all types, including cruise missiles in Afghanistan and Iraq an the terrorists over the past six years and neither situation is "under control".
