you are not really applying for the draft (I am assuming you are in the US)
you are registering for selective service. This needs to be done no later than 30 days after your 18th birthday. You can do this online, or go to the post office and get a form and fill it out. You will also need to notify Selective Service of any changes in address that you have in the future as well.
There has not been a draft in over 30 years now.

There is no draft. There hasn't been one since the late 60's.
There is, however, the selective services that you are required to register for once you turn 18 at your local Post Office.

you do NOT apply for the draft, you register for Selective Service. Any time after your 18th birthday. in person at any US Post Office or Online.
If you fail to do so, you will be ineligible for any Federal programs such as student loans or grants and could be denied a Home loan as well.

aint no draft. it is selective service and every male in america that isnt in jail has to register at 18. good for you guy. I wouldnt let my daughter date anyone who hasnt registered
