Okay so me and my 2 neighbors are trying to get our upstairs neighbor(we live in an apartment complex) to turn his music down as it is 3:21am and we all have kids to get up to in the morning. Superintendant can't get him to answer the door and the police can't get him to either. They both suspect he is passed out and unable to hear the music. We don't have access to the hydro room to cut his hydro so we don't know how to get him to turn down his effing music. He playing that really heavy bass rap music and it is echoing through the whole building. What would you do next? We can't call the bilaw office as they aren't open til 9am so we are stuck here any suggestions would be great.

This is a job for the police. I am amazed that the police just gave up trying to rouse him.
However, if you hit a standard door hard enough with an appropriate tool (sledgehammer, fire extinguisher, crowbar etc), the lock will break. You have now (accidentally, while trying to wake him) gained entry - problem solved.
Make sure your neighbors are with you when you do this.

My teenager got me a notice pinned to my door once....ahhh, rap music.
Anyway, with enough complaining, the superintendant is supposed to take matters into their own hands. They have a spare key, if necessary....but, I'm thinking along the lines of maybe three warnings or else be evicted.
The police, if the music is still blaring when they arrive, are supposed to not leave until the situation is solved.
Trust me, constant complaining by all of your neighbors will get the problem solved....constant, lol, make them tired of hearing all your voices constant.

The management can take care of it. He wont answer the door at night but they can go the next day and send him letters. Complain to the management every time that it happens. I don't know what the bi law office is but call them too the next day since this is a reoccurring problem. You can be evicted for continually breaking the rules and infringing on others rights.

The next time you see him "alive" complain as loud as possible. Complain to superintendent. But for now, I guess you have on of two choices, one to try to ignore the music and sleep through it which I don't think will be easy. And the second is, Party!

1 invite them, ur upstairs neighbors, to have a meal with your family or just give them a small gift, to show you that you are friendly, then talked to them about their noises.
Notice, be kind and educated.

2 try to rop ur upstairs neighbors' upstairs in ur side to make louder music or whatever noise when they are sleeping.

3 U have to change another apartment , that's worst and inconvenient.
