1. You can't do anything after he's done the act. He will just not understand why you are displeased. You can only do something if you catch him on the act.
2. You must not punish him, as this may cause stress about the matter and lead to difficulty in potty training, as with children.
3. You should say NO, if you catch him on the act, and take him out at the same time. But most importantly, you must take him on frequent walks, every 2-3 hours, until he pees and poops, so that he learns to do it outside. Praise him when he does it outside. Puppies need to go more often than adult dogs.

You must realise that puppies don't have complete control of their bladder until AT LEAST 6 - 8 months. You need to keep an eye on it's daily time table, so after a sleep or feed you put them straight out and watch until the pup goes, then you praise it heaps. Accidents do happen and if you catch it in the act, you scoop him up and straight outside with a firm NO! When you clean up inside do not use AMMONIA based cleaner, because it is similar to dog urine and the pup would smell it and think it's OK to go there. Another sign that the pup wants to go is when they walk around sniffing very intently, so if you see that, outside straight away. Good luck.

If the puppy was caught in the act a sharp NO, followed by picking the puppy and bringing him outside to finish with praise when he did.
After the fact, nothing. That one is the humans fault they should have been watching the dog closer. The puppy will have no clue what you're mad about if you try to correct him for something after the fact.

By the tone of your voice they will know that they did something wrong. But the trick is watch them very carefully and when they start to sniff around that is a signal for you that they need to go.And then don`t grab them and ran outside, that will scare them and they won`t do anything. Gently call their name and go outside together.And when they do their business,praise the dog for that. And now the dog will know that you will be happy if it does that outside, and mad if it does that inside the house. You can`t say to the dog that what he did in the house is wrong. You have to show him what is good.

I second the "disgusted voice" comment. Nothing worked for me until I started talking to my dogs in a seriously disappointed voice. Then, seriously, they got the hint.

you don't punish the puppy.
you chastise yourself that you failed your job by not catching him before it was too late.
pick up puppy, say "let's go outside". put him down outside and say "go potty"
