I am applying for several new jobs and I do have my degree, but they cannot release it to my as I have not yet cleared up my debt with the University I went to.

They may want proof you graduated, or even attended college. To do this, they would send a letter to the registrar of your college. The registrar would send the info back.
Colleges get many requests for this info, and know how to respond. the main thing is, the response must have the school seal affixed to it.

You can in most cases refer them to the school you went for them to check as a reference of the units you completed.
You should also be able to get a copy of the units you completed from your school.
