Thailand is definitely more fun, for the price you pay. I mean, all sorts of fun.
On a 1- 10 scale, I would rate Thailand at No.-9 and Philippines at No.-4.
Primarily, the tourism infrastructure in the Philippines is basic and needs a lot of development. Thailand in contrast, has an extremely well developed tourism infrastructure and relatively simpler entry facilities.
In Thailand, you can stay at a resort for as less as US$30 per night, including breakfast buffet while that amount in the Philippines will get you a room in some seedy and shanty lodge.

Price to Fun ratio??? Price equates with QUALITY. It is cheaper in Thailand but the quality is not too good. It is something that you go out there for a weekend, a week at most. If you want to stay a little longer, the Philippines is the place to be.
I'd been in both Thailand and the Philippines and I am coming back to the Philippines this winter.

Go to pattaya thailand. Dont may more than 30 or 40 dollars a night for a nice room. Go too walking street and soi 7 and soi 8. U will never have more fun then for the price u pay. If night life is ur thing u will never have more fun

if youre a foreigner, better go to Philippines, all the people there can speak and understand english. if youre looking for fun, Philippines has a american style-like way of gimicks/ hang outs, people (lifestyle) and foods. i like thailand too but its more traditional, you will just only view some scenetic unique features that feels more like youre really in asia!
