Running doesn't have any start up cost if you can find a place that's fairly low impact (trails or grass or a padded school track). Biking is really fun though, and gives a better overall workout. Start up costs though can run about $250 to $400 for a good dependable bike.

How about both?
Run when it rains [I'm always soaked anyway!] you don't have much time and you want a short intense workout.
Ride when you want to see some scenery, have no deadlines [or sometimes if you want to relax] or if you want a massive workout [time + distance].
Don't limit yourself get the best of both worlds...

biking is low impact and much better on your joints but if your young and healthy running gets great results.
