It's a fungal infection like athlete's foot....easily treated with antifungal ointment.
Here's what the Mayo Clinic website says:
"Jock itch (tinea cruris) is a common fungal infection that affects the skin of your inner thighs, buttocks and genitals. Jock itch causes an itchy, red, often ring-shaped rash in these warm, moist areas of your body.
Jock itch is often caused by the same type of fungus that causes athlete's foot and sometimes ringworm of the scalp. In fact, the fungus that infects your groin area may be spread there from your own athlete's foot infection.
Jock itch gets its name because it is common in people who sweat a lot, like athletes. It also often occurs in people who are overweight, but anyone can get the infection.
Although often uncomfortable and bothersome, jock itch usually isn't serious, except possibly for people with weak immune systems. Keeping your groin area clean and dry and applying topical antifungal medications are usually sufficient to treat the problem."

Tinea Cruris
Jock itch, also known as tinea cruris, is a fungal infection of the skin in the groin. The warm, moist environment is the perfect place for the fungus to grow. Anything that enhances that environment puts the person at risk of getting jock itch. Therefore, wearing sweaty, wet clothing in the summer time or wearing several layers of clothing in the wintertime causes an increased incidence of jock itch. Men are affected more often than women.
The Jock Itch Fungus
The fungus that most commonly causes jock itch is called Trichophyton rubrum. It also causes fungal infections of the toes and body. Under the microscope, this fungus looks like translucent, branching, rod-shaped filaments or hyphae. The width of the hyphae is uniform throughout which helps distinguish it from hair, which tapers at the end.

It is when a guys area itches. There are medications one can get for it that is over the counter. In some cases it is a fungal infection. Creams that treat things like athletes foot and so on will help cure the problem it just has to be used for a few weeks, and never use any spray on. They usually contain some alcohol in them and them the guy will be grabbing himself for another reason. It will burn like it's on fire!!! So use creams and products that have no alcohol and are used to treat fungi infections. It wont hurt him or her but it will be uncomfortable, so the best thing to do it treat it so it will go away. See in that area of the body it usually is moist and dark. That is a wonderful environment for fungi's to grow. So an anti-fungal cream will help stop the itching and cure what ever is bothering him.

It's the same fungus like rash people call athletes foot. You can use the same powders and sprays that you use for athletes foot.
It occurs when your crotch area is too warm and moist (from sweat) for too long. It helps to take a shower every day and use one of those antibacterial soaps or something like Ivory soap.
Most importantly is to wear cotton under pants, preferrably 100% cotton. Highest I've seen is 75% cotton and 25% polyester. It's the high polyester clothing that bacteria love to grow in.
Hanes sells a real soft cotton boxer style that is 75/25 and they are so comfortable and cool compared to regular boxers that are 55/45.
Good Luck!

Jock itch is the caused by a fungus. It's the same fungus that causes athletes foot. It's very easily treated with plenty of OTC meds. There are creams and sprays that can be used. However, if the OTC meds don't help, it may be something else and your friend will have to see a doctor.
