In general there should be no touching of opposites sexes any time, unless it is close family.
Maybe she meant no sexual relations. We can't have intercourse while fasting. The fast is from sun up to sun down. After that sexual activities are allowed.

What does she mean by touched. I know that you are supposed to remain clean in your thoughts and your actions while you are fasting, so no touching of like a sexual nature. but just normal touching is fine.

A male should not touch a woman not related to him at all times, not just in ramadan.
It seems that she does not adhere to the rules on normal days and is more careful now.

Well if she means sexually, then no. While fasting you are supposed to restrain yourself from all sexual acts. But I have no clue where she came up with the idea that there is no "normal" touching aloud.

Of course, I doubt this is what was meant...
From the other answers here, it seems that it is just your friend who doesn't want to be touched.
