There's a great article with the very same topic in the issue of Time magazine.
According to the whole article I actually read in Time magazine after an extraordinary survey, the country with most non-believers is Sweden. 85% of Sweden's population are non-believers, atheists and agnostics.
The great surprise of the whole project was when it was found Israel with a 37% of its population with non-believers, atheists, and agnostics.
Now, here's the top then countries with the Least Religious Believers:
1- Sweden (85%: Non-believers, atheists, agnostic).
2- Vietnam
3- Denmark
4- Norway
5- Japan
6- Czech Republic
7- Finland
8- France
9- South Korea
10- Estonia (49% non-believers, atheist, agnostic).
Our country, USA, ranks number 44th with a 3-to-9% of its population as non-believers, atheists, agnostics.

Perhaps Japan, France or Finland. It's pretty difficult to measure. In France, for example, most people will call themselves Catholic, but I think belief in God is at about 50% and church attendance is almost in the single digits. In Japan, they may call themselves Shintoist and/or Buddhist, but religion is just something that never really crosses their minds. It's not a facet of their existence...
