Dessert spoons aren't really small, they are bigger then teaspoons but smaller then tablespoons.

Maybe so we look like we are eating delicately and taking our time, when we really want to shovel it in our mouths?

Originally, the dessert spoon was developed to eat custards and sorbet like courses. It was made smaller than the soup spoon simply because it was not considered as important as the soup spoon. Soups have held a premier status in cu sine much longer than eating a sweet course, considered an extreme luxury. If you want to delve further, the spoon preceded the fork and was readily used as a safer utility than the knife. Spoon like tools have been found as far back as you can imagine simple knives and have their findings in the shape of some bones.
