Unfortunately, WWIII will be global suicide, therefore in answer to your question, as long as there's rational superpowers who believe in MAD, there will be no WW3. By definition, the next world war wil be nuclear, how could it not. In a nuclear war there will be no winner. In a nuclear world, the only true enemy is war itself.
The next World War will involve a nuclear exchange, how could it not if both sides believe no price for victory will be too high. In the first 30 minutes, nearly a billion people will have been vaporised, mostly in the US, Russia, Europe, China and Japan. Another 1.5 billion will die shortly thereafter from radiation poisoning. The northern hemisphere will be plunged into prolonged agony and barbarity.
Eventually the nuclear winter will spread to the southern hemisphere and all plant life will die. You ask what country would be victorious, you are asking when will we commit global suicide. My answer is it won't happen soon because the larger superpowers are more rational than the rump states in the middle east.
While we hear talk of a nuclear-Iran or a confrontation with NorKor, little is said about the 2 bulls in the glass shop. The arsenals of Russia and the US are enough to destroy a million Hiroshimas. But there are fewer than 3000 cities on the Earth with populations of 100,000 or more. You cannot find anything like a million Hiroshimas to obliterate. Prime military and industrial targets that are far from cities are comparatively rare. Our biggest threat is from an accidental launch by the Russians.
At the point of global suicide, it doesn't matter who is on what side....where you go to hide, or how long you can survive. In a nuclear age like i said before, the only true enemy is war itself.

Countries with Nukes
USA, Russia, China, Great Britian, India, Israel, Pakistan, North Korea and France. North Korea has yet to actually have a way to deliver their nuclear weapons. Pakistan currently run by a pro US dictator but if overthrown, by religious fanatics could pose a bit of a problem, in potential giving info and weapons to terrorists, but I am pretty sure the Indians would not take too kindly to having that happen and will probably take care of a lot of that for the west. Chinese are smart enough to understand that the US and other western countries are the biggest reason their economy is booming. Obviously if this war were too start it is about 99.9% logical to assume Britian france Israel and India will be on our side. Russia being part of the G8 and making hand over fist profits in oil sold to western Europe knows, also I kind of look at Russia as that child who is pushing the limits to see how far their parents will let them stray, but when push comes to shove the Russians will back the US, also considering Islamic terrorists in chechneya have been a pain in their rear for a while.

One author considers World War 3 to be the Cold War, which has ended.
Obviously, nuclear weapons were not used. This was partly because the sides (the Soviet Union and the western powers) agreed these weapons would likely end or seriously cripple civilization.
The same author considers the War on Terrorism to be World War 4. I would not rule out the possibility that nuclear weapons could be used by either the terrorists or the nations fighting terrorism.
In this conflict, however, we are not looking at sophisticated missile delivery systems, but rather smuggled and planted weapons, much like the improvised devices used in Iraq and other wars.
I am inclined to believe we are beyond the threat of World War 3.

The old sying is that all is fair in love and war. I don't think that any pact or agreement will stop a neuclear war. I do feel that every one knows that neuclaer capibilites are abundant and that if either side starts the world will end and there is no winner.So I don't think either side would want to pull the first nuke. Now with the human mentality being what it is this is the thought of a normal human being not a mad man. Most war mongers are more than a little crazy.

Many people consider WW3 to have started September 11, 2001.
As for Nukes... Iran is trying hard and has proudly announced it's program is in full swing. The president of Iran held a world without Zion and it showed Israel and the US falling in an hour glass... I would say it is just a matter of time until we see another mushroom cloud over a city. Will it happen, Whose City, when, How... God only knows these answers.
Hopefully it will never happen or only a small one and mankind may be alive at the end of it.... the book of Revelations talks about 1/3 of life being destroyed and whether that is a comet or bombs...??????????

Here, I will tell you how I think a World War 3 will start and history will be the judge to tell me if I am right or not.
Iran will acquire nuclear weapons in the next few years, in my opinion. This will prompt other nations in the Middle East to also create nuclear weapons. I believe Saudi Arabia, Jordan, Egypt, Syria, Lebanon, Afghanistan, the United Arab Emirates, and Turkey will all want to acquire nuclear weapons. Also, Pakistan, and Israel will also want to acquire more nuclear weapons to build up their stockpiles.
I believe that in 50-75 years, Syria, Egypt, Iran, Pakistan, Israel, and Saudi Arabia will all be nuclear powers, with maybe 3 to 400 nuclear weapons each (could be a lot more). I believe the other countries probably will not acquire the technology to acquire nuclear weapons.
I also believe that nuclear weapons will be given to Hezbollah in Lebanon who acts like a "state within a state" whose alliances are mainly to Syria and Iran. This will act as a resistance to Israel attacking Iran, Syria, or Lebanon. If this occurs, I believe Hezbollah will start to taunt the state of Israel and stage small attacks on Israel, knowing they are fully protected through nuclear weapons. In essence, Hezbollah being in Lebanon but not in charge of Lebanon has a HUMUNGOUS ADVANTAGE, because Lebanon is not the enemy, it is Hezbollah.
Throughout the next 30 years after this, more and more stress will be put on creating nuclear weapons and hundreds more will be created, along with the means to carry them over to the United States through the use of intercontinental ballistic missiles. After hundreds of these are made, I believe Israel will be attacked through a nuclear weapons and the immediate EMP effects will shut down the ability for Israel to launch their own nuclear weapons.
This would devastate the United States to hear more than likely, and would cause an all out war between the Europeans who would assist the United States and the country and countries alligned to the country who fired the nuclear weapon. It might also escalate the Sunni-Shiite divisions within the Middle East beyond measure.
I have no idea what happens beyond this point, but it could result in a small nuclear war that would leave America, Russia, China, India, and much of the Middle East in shambles and a deep economic depression leaving maybe 50-100 million people dead, maybe a lot more depending on how large the war gets.
Edit: 1 thing I should note is that I believe Al Qaeda will have been crushed and terminated as a terrorist group, in essence, I don't believe Al Qaeda will exist anymore especially in 50-75 years from now. End Edit.
We all pray this never happens!!

If any nuclear power is willing to give up its existence rather then using its nuclear weapons to protect itself, then why not give up at the very beginning and save the lives of its people.
Except for the United States, Britain and a few more countries, conquering powers never gave their conquered people they own government back and then helped them to survive.
Throughout history, conquering powers exploited their victims and in many cases actually destroyed them.
Countries that agree not to use every weapon in their arsenals are countries that will lose the next nuclear war.

I hate to tell you this, but we are basically already there..... You have stated most of the obvious around the World, but what you need to look at is the ties that Bind Them.....and Why..... You stated a war between Israel & Palestine in Gaza....Look again.. Currently the 2 Palestine (Terrorist) Hamas & Fatah are fighting each other. Israel pulled out & Egypt was able to see the writing on the wall as well, which is why they closed there boarder into Gaza. Israel has shown GREAT restraint toward Gaza in the past couple of months, after all they are STILL being shelled from Gaza....Don't forget they are still holding 2 IDF Soldiers which they captured. I hate to tell you but the Genociedes in Africa have been going on for YEARS, but becasue they didn't have anything we (The World) meaning Oil, needs & You may not like to hear this but here goes.....The Color of Their Skin!!!! I like that you notice Venezuela.....Venezuela has a very checkered past. When the Nazi were fleeing as fast as they could ~ Venezuela took them in. Currently in Venezuela it is very difficult at times to be Jewish..... Its been 60 years since the Death Camps & Nazi Germany ~ Most of your Survivors are now to dieing off..... Is History repeating itself?? This is something you need to ask yourself.... Are you willing to turn your head and let it happen AGAIN!! Or are you willing to say ~ ENOUGH is ENOUGH!!!! You hold the key....What are you willing to do with it??

Once the nukes start, the world will be too poisoned to live in. Radiated water and food, no animals will survive.
Gee what a happy thought, eh?
Hold on, I don't accept that. I say bomb their nuke factories in N. Korea and Iran and anywhere else there is a threat. These guys don't play fair, so why should we even contemplate not hitting them first.
Survival of the fittest.
