how much penalty they can charge, if we have no ticket on train journey as per law? In which curcustances it is applicable?

In UK most train companies depends on train company.
Long distance operators say you have to buy the most expensive fare, which is huge an no one normally pays that if buying in advance.
Commuter lines have a fixed penalty fine on top of the ticket with no reductions. They take persistent offenders to court.
Heathrow express charges £3 more for on train, but on Gatwick and Stanstead Express they charge normal fare but always check everyone.

In some areas (mostly in the South East of England) Penalty Fares apply. This is a ticket to the next station that the train will stop at. It will cost £20 or Twice the full fare to the next station, whichever is greater.

If you refuse to pay either of these, the rail company can take you to court. Also expect the British Transport Police to escort you from the train
